30 minutes of 100% CPU on startup. AVG reports no MS firewall

Please share us the screenshot or snapshot of the task manager that shows the CPU consumption for better clarity.
Each antivirus has their own, unique scan engine, scan algorithm, etc. Hence, the scan result might vary. However, you can be rest assured that your computer would be protected against emerging threats with AVG installed. Also, upon researching, it seems that the malware detected on your computer isn't potentially a virus. 
There cannot be multiple security sotware on the same computer, as they'd compete for resources & conflict with each other. 
In this regard, we'd suggest you to ensure that there is only 1 security program installed on your computer & check the CPU consumption.

I am having an issue similar to that one described here by Sven. AVG Community

It looks like a tug-of-war between AVG and Windows Defender Firewall. STarting the PC, there is 100% CPU for 1/2 hour, during which the PC is unuseable. After a half hour the disk light goes off and I can use the PC as normal. Logs are showing many ugly errors, but not sure what they mean. AVG up to date (it was May version before this started).

AVG reported no issues with malware, etc. Installed Malwarebytes which found and removed Babylon.

PC is modern. i7 7700K with m.2 SSD for system drive. No issues in last 3 years.

Do I need to remove / reinstall AVG?

If you need particular logs, you'd need to tell me how to find them.
