ANTITRACK: 30% protection antitrack - What to do? For a few months, it was 100%, but now won't move above 30% regardless of what I turn on. It reverts back immediately to 30%.

From your description, it seems that the frequency of browser schedule cleanup has been changed or set to clean after long time.
To check this : Open AVG AntiTrack - Browser cleanup - check whether it is set to clear cookies & browser data every hour (you can check this by clicking on the dropdown box beside the respective browser).
