okay the problem is fixed. It seems that some vital fearutres in windows have been corrupted without me noticing. I reinstalled windows and all is good now.

Has anyone ever received this pop-up when trying to activate economy mode? I can edit the settings but the software can never seem to activate it, even after I reinstalled the whole software.

This is strange as Turbo mode should not block you from enabling the Economy mode. I'd request you to enable Standard mode, reboot your PC and then try to enable Economy mode.
Okay, there is definietly a problem with my computer because I installed a trail of pc tuneup on my new laptop and it worked smoothly. What other issues on my main computer could it be?

I did just that and the same error message showed up, the only difference this time is that it says " the process was cancelled and Standard Mode was turned on again."

I just did all of that and it didn't change anything, could this be like a registry problem?
