Disable the AVG temporarily using the below link and check if this is caused by AVG :

Do you get any warning message from the AVG when you allow the camera option in the Zoom?
Could you share the screenshot of the warning message?

I am having trouble with Zoom.  I have checked all my Windows 10 settings regarding the camera and they are up to date according to MS documentation.  I would like tot know how to access setting that might block access or use of the camera.  I have NO idea which of the several AVG applications, I have subscribed to would "house" these settings.  Any help would be greatly appreciated
