Accessidaho.org / ip whitelist doesn't work

Hi Sterling,
In order to analyze it please provide us with diagnostic output (run it after inducing described behavior) using this tool and please add detailed description of issue.

Client cant access website https://www.accessidaho.org.  
Other HTTPS sites working
Nslookup for accessidaho is 206.16.212.39 and 206.16.21.39
I added these two ips the the whitelist
The AVG logs show ip 206.16.212.39 filtered and blocked.

AVG is updated to latest version.  

problem not resolved, please advise
