I get the same error and after searching the web so do a lot if other people.
AVGguru is correct that this is not an "AVG pop up". In fact it is not a pop up at all. but a valid message from microsoft because AVG keeps trying to install something or AVG program has been hacked.
If one looks at the Windows event log:
SA_Error1709: StandardAction(0xC00706AD): Product: AVG 2015 – SA_Error1708: StandardAction(0xC00706AC): Installation failed.
or
SA_Error1709: StandardAction(0xC00706AD): Product: AVG 2015 – Error 27046. CA_Error27046: DriverInstallationFun(0xC007022F): Driver installation failed
So, assuming AVG program has not been hacked, it appears AVG is trying to install something and Windows does not like it. Given that AVG shuts down and then restarts everytime I refuse installation, it seems clear that AVG program is involved and tech support should address this problem.
It is likely that a complete removal and reinstallation of AVG programs will fix this, but I was hoping to avoid that and I still would not know if AVG program had been hacked.
So, hopefully, AVGguru will help?

Well that didn't work, I have no idea where to send it, if I reply to your email it won't go so
I keep getting a pop up on my desktop that wants to download "Activity Monitor" and windows does not like it! Everytime I tell it to "Not download" it turns AVG off! Is this an AVG thing or some type of spyware or virus and if it is why dosen't AVG get rid of it!?!?

I couldn't find the first request until I filled out the second request, is it possible to get an answer in plain English as to wheather or not this is an AVG program or not! And if not why won't AVG get rid of it or do I have to find another anti-virus program???
