The latest version of AVG Anti-Spam do have the add-in for Outlook client.
Please be sure that, AVG Anti-Spam feature of AVG Internet Security program is installed.
If yes, the AVG add-in should appear on the user interface of Outlook and it should show you the option to "blacklist and whitelist" emails.
If it doesn't appear, then check in add-in settings of Outlook and then enable the AVG add-in from the list.
