After contacting support twice I unable to upload paid for Ultimate on Windows

I have Ultimate on my mobile paid. I then decided to install Ultimate on my Windows 11s. The browser only takes me to the free version for on Play.com mobiles even though I put windows on to my new account. I require a refund. The second advisor hung up even though I have never been rude to anyone.
