All Shields Turned Off

Rather annoying as a paying customer, a website was just looping if I was a robot and choose images. Since in the past google would ask me this as well (saying it keeps getting codes), and I figured it's the VPN (it stopped when I turned it off). I turned AVG off. There was no repair in install/remove programs. I went to uninstall, and there was a repair button. I tried that first. Had to reset the computer. 

then avg turned on. That's a little silly and ALLLL my tabs, apps are GONE.  I had to repair and reset my pc to fix turning it on?? Make that make sense please? Don't even give me the option to turn it off then .

I installed AVG free, updated it, ran a scan and just CANNOT get the shields to turn on. I never had this problem with older versions.
