I have the same problem, restarted in safe mode with networking and still could not uninstall Amazon Assistant.

Have tried the website but this is not the problem. Other than Kindle I have no Amazon products on my computer. This is a screen which keeps popping up in front of all others and refresh itself every few seconds. I cannot install it as the buttons for uninstall do not go black as normal but stay gray

I have tried the other suggestion above as well. In safe mode the popup does not appear but as soon as I tried to go in on normal mode it appeared within seconds.

How do I get rid of this?:

Reboots its page @ every 30 seconds…

I'm sorry to hear that you're still experiencing issues with uninstalling Amazon Assistant pop ups. Could you share the screenshot of the Amazon Assistant pop up page and also the control panel> program and features page (where you see gray button to uninstall it) to assist you further. You can post the screenshot here on your topic. Click on 'Answer' & then click on the 'Image' [mountain symbol] & follow the instructions.
