Anti virus not working

I am sorry to hear about that. This could be an issue with AVG user interface is corrupted. I would request you to uninstall AVG completely and reinstall it. Download and run AVG Clear tool: https://share.avg.com/steam/PSP/AVG2017/AVG_Clear.exe. This tool will help with removing antivirus component of AVG 2017 and its traces.

Open tool
User Account control - click "Yes"
Windows safe mode - click "No"
Choose installed version (AVG Free, AVG Internet Security)
Click "Uninstall"
Click "Restart computer"

After restart, run AVG Remover and remove all other supported products and remnants of AVG (ZEN, Framework,…) as suggested in this article http://support.avg.com/SupportArticleView?urlname=How-to-uninstall-AVG .

Every time I try to run a scan I get an error message saying "UI failed to Load" Exit or restart?
This happens even after running repair AVG
