If you've set the program to ask when update is available, it should notify you about the update (either a cross mark in the system tray icon or outdated messages/warning messages on the program user interface). Also, the program would notify you about the restart, if a major update has been downloaded & awaiting to be applied on the program. This is the usual behavior as you too received a notice on your program's user interface.

I've got it set to "ask when update is available". It used to put a cross or exclamation mark (can't remember which one) on the AVG icon in the systray, but hasn't done that for a long time.
So the only way I know about an app update, is if I happen to open the AVG main window (which I don't have to do very often) where it says "outdated".
Think this is definitely a bug as it used to work.
