A recent AVG PC Tune-Up update mentioned a fix about this problem, but it seems it still happens sometimes. For example, I have Skype as 'Disabled' in the Program Deactivator but after updating from Skype 7.16 to 7.17 it went back to 'Enabled' automatically.
