The issue with Outlook has been resolved due to the revamped version of AVG Internet Security.
Could you confirm the same?

Apparently AVG needed a second reboot for it to start working correctly. After shutting down last night and restarting this afternoon, AVG appears to be behaving itself with outhouse.
I won't hold my breath though.
