This isn't the usual behavior of the AVG program. Hence, we'd suggest you try repairing AVG once & check if it helps.
If the issue persists, please reenable the e-mail shield and uncheck an option 'Enable Self Protection Module' (Menu > Settings > Troubleshooting) and monitor the status.

I have had to turn AVG email shield off to allow Outlook to send and receive messages.
Any reason why?
I tried all your suggestions but still the same issue.
