Whenever the "email shield" and "web shield" are toggled ON, it take FOREVER to attach any files to emails or upload files to cloud drives, as in 4 minutes to upload a 1MB image. I have tried adding sites under the "Exceptions" list but nothing worked. How do I fix it? 

I'm using macOS Monterey.
