I had this issue with a windows 7 laptop. An update of a couple of weeks ago from AVG blocked incoming email on outlook 2013. This system also had Microsoft Security Essenials. I removed MSE and rebooted, no more issues!!!
Same as Joseph. If I disable the email shield component I then can send and receive emails. This issue has been around for nearly a month, any ideas when it might be remedied?

A couple of our Win 7 workstations are not able to receive incoming emails using Outlook 2016 after the latest Free AVG Antivirus update (2/18/19). They are able to receive emails when I disable AVG, and they can even receive emails for a very short while after I re-enable AVG. I have uninstalled Free AVG Antivirus from both computers, rebooted completely, downloaded and ran AVG Clear (in safe mode), rebooted again, and then downloaded and reinstalled Free AVG Antivirus. Still, the only way to receive emails in Outlook is to disable AVG. It's strange that I can re-enable AVG and still receive emails on both computers for maybe an hour before they're blocked again. Any suggestions?
I have exactly the same issue with AVG Internet Security on Win 8.1 running Outlook for Office 365. Only on my POP accounts.
I unchecked 'Enable AVG Self Protection Self Module', but incoming emails are still blocked.

Before proceeding with that, could you try uncheck the option 'Enable AVG Self Protection Self Module' and check the status?
To do so, please open your AVG AntiVirus Free version > Menu > Settings > Troubleshooting.
