Please share the screenshot of that error message you received to have better understanding.
Are you able to access the internet when AVG is disabled?
If you haven't tried this step yet, right click on AVG icon under system tray next to clock, click on toggle bar to turn off your protection.

Hello, 
I cannot access the internet, I have a AVG pop up that says the following:

AVG has blocked access to http://172.217.25.131/ because on of the issuers of the server certificate has expired

Is this what is stopping me being able to access the internet or email?
