AVG Blocking internet access

AVG on other windows laptop (Windows Vista) is blocking internet connection.  I am unable to download AVG Clear on other device. I have Uninstalled AVG Security and AVG Tune Up.  A google search in internet explorer gives me a list of links.  But when I click on link internet page cannot display the page. BG
