Avg blocking microsoft files, can't get control panel to open to allow pop ups to start chat with av

1. Start AVG
2. Click on Options
3. Click on Virus Vault
4. Locate files located in the Windows directories (C:\Windows) and restore them from the virus vault., make sure you restore launcher.exe
5. Reboot your system.

I can't see the files or they have already been taken out of virus vault but stiil won't work. for example network service won't start. I am now also been blocked from logging into my microsoft account

previous support call logged. can't run video on utube, I,ve no sound. the control panel won't respond. p.c. slow, my avg firewall wont restart. Your answer was that Microsoft file had become corrupted and to get onto them. That cost me a lot of money-to find out from them that the error code 0x800706cc means that avg has quarantined Microsoft files.
you owe me money! and I believe this one is really for you to fix.
