In the mean time, please disable E-mail shield component of AVG (Open the AVG program > Menu > Settings > Components > E-mail shield) and check if you can access outlook.
If yes, do enable the component and uncheck the option 'Enable Self Protection module' (Open AVG program > Menu > Settings > Troubleshooting) and verify the status.

I am finding that AVG is blocking incoming emails to Outlook 365 (as of AVG update on 14/2/19). If I turn off AVG the emails are downloaded no problem but as soon as AVG turned back on the emails stop being received. My service provider tells me this is a problem on the AVG side and it is them that will issue a patch/fix. Has anyone else had this problem and found a better solution?

I have the same problem with Outlook 2003 and AVG Free. Starting with the update I applied on Feb 16 to AVG, my IMAP connection to gmail is not working .. headers can be downloaded ok but any attempt to send or receive messages fails with a dialog saying that the IMAP connection was closed because of a timeout. Since the 'timeout' happens immediately, I suspect it is more of a problem connecting to the IMAP server, and since the headers are obtained without error, and not the mail itself, I suspect a problem with certificates used to scan the SSL encrypted mail messages.
In an attempt to get around this I tried to install Thunderbird to process my IMAP connection to Gmail. It also complained that AVG wanted to install a certificate that was not verifyable by a trusted CA. Another reason to suspect a certificate problem.
The only way I was able to get or send email was to disable the Email Shield in AVG, as has been suggested already as a workaround. I find this to NOT be a good workaround as it exposes our systems to possible email threats. I encourage AVG to find a solution soon.
