I am using windows10,firefox,AVG Free,19.4.3089 and recently AVG blocks outgoing e-mails, saying "try later". I have tried blocking Web Shield and this didn't help. The only thing that I do that allows outgoing e-mails is to turn off the AVG protection. This does not happen when I use Eudora
I was unable to delete _avg_folder. Received error message that it was being used by another program even though there were no other programs nor AVG running. I uninstalled and reinstalled AVG Free and the problem has disappeared.

Let's work together to fix it. Please follow the below steps and check if that helps.
1. Turn off AVG Self Protection - Open AVG Internet Security program interface. Click on "Menu–>Settings–>Troubleshooting" and uncheck the box that says "Enable AVG Self Protection Module". Click Ok.
2. Turn off Email shield component - Open AVG Internet Security program interface. Click on "Menu–>Settings–> Troubleshooting -> Open Old Settings -> Components –> Email Shield", use the slider icon to turn off the component.
3. Go to C:\Windows\TEMP and delete avg folder (change read/write permissions if needed). If we try opening the file, we will be asked to allow the permission.
4. Turn on Email shield in AVG Internet Security.
5. Check the situation with the email.
6. If the issue is fixed, turn ON AVG Self Protection module.
7. Check the situation again.
