We'd like to inform you that our developers have released a patch/fix for this issue in the 22.9 version update of AVG Internet Security.
Please make sure that your AVG Internet Security program has been updated to the 22.9 version, enable the Email shield component & check for the issue.

Has the issue with AVG Email Shield blocking all emails in Outlook been resolved ?
I need to know if I can turn this feature back on. Thanks
