Same problem, but Basic Settings does not have a System Rules tab,

Please open your AVG Internet Security program>> Menu >> Settings >> Basic Protection >> System Rules.
In that list, enable the ''Allow windows file and printer sharing" and click continue.

Check if you can use the printer and scanner now.

How do I stop AVG from block file and printer access on my home network. Please give a reply that reflects the organisation of the latest software NOT old versions.
