I'm sorry to hear about this. In this case, I request you to press the power button for 5 seconds and try to turn on your computer once. Tapping F8 repeatedly did not go into safe mode but continued on to 'Diagnosing your PC' on a blue screen background. However the blue screen did have two options: F2 set up and F12 boot options. Both options worked and the PC ran through its start up checks completly without any physical fault on the PC. But in the end I still got to the statement that 'Your PC did not start correctly'.

Thank you for your suggestions, here are my observations:
Holding down the power button for 5 seconds brought up the Dell logo and then turned the PC off again.
Holding F8 during boot up had no effect as it didn't get to start windows. The only effect it had was to delay the start of the 'Diagnosing your PC routine'.It then went into the same loop and restarted again. It had no effect on the appearance of the problem.
Next suggestion please.

Powering on says 'Preparing automatic repair' followed by 'Diagnosing your PC'. The next msg tells me that the PC did not start correctly and offers two options - restart or Advanced Options. None of the options work and I keep getting back to the failed start up messages.
What can I do next?

Are you getting any additional options on the PC screen where it says "PC did not start correctly"?
Thanks for the link to the rescue disk. I was able to download it and make a CD which I used in the faulty PC. I had to change the boot up order so it looked first at the Dvd player. All was good and the programs ran. I did a quick scan followed by a full scan. No viruses or warnings were found. However of the nearly 600K files it recorded 58,000 as errors. Is this significant?
I then ran the accompanying disc partition recovery program. It had many lines of output which I didn't understand but again it didn't give any positive results and has not changed the fault.
In a DOS window I can change directories and list files so the hard disc seems to be intact. I obviously can't open or run any of the files.
Do you have any more suggestions?
