Open AVG AntiVirus free > Menu > Settings > General > Exception > add that application.

AFTER TAKING OFF NORTON INTERNET SECURITY AND INSTALLING AVG FREE MY QUICKBOOKS ENTERPRISE SOLUTIONS 18 MULTI USER CAN NOT ACCESS THE DATA.  WAS WORKING WITH NORTON BUT NOT NOW.  CAN ANYONE DESCRIBE HOW TO FIX THIS?

IF UNINSTALL AVG FREE THEN WILL WORK AGAIN.

I TRIED ADDING EXCEPTIONS TO FILE AND BEHAVIOR SHIELD BUT THAT DID NO SOLVE THE PROBLEM.

Let's work together to fix this issue.
If you have Firewall enabled in your free version of AVG AntiVirus, please add the application in Firewall exceptions.
To do so: Open AVG AntiVirus > Menu > Settings > Customize > Packet rules > click Add (select the file path of the application by double clicking on it and paste here) > click 'Move Up' until the file path appears at the top of the list.
Monitor the status and keep us informed here.

question.  in the exceptions path box is   c:*    the same as turning file shield off?

Uninstalled AVG. rebooted. reinstalled AVG. Checked the exceptions and none were listed.  Ran the QuickBooks file doctor and the message was there. Saying AVG ANTIVIRUS   ANTIVIRUS is active on this computer and may be blocking quickbooks.  If turn off file shield then no message.

Should I put back any exceptions?

OK I added two more exctptions

I added the whole sub dir c:\programs (x86)\intuit*
I added the whole suc dir c:\users\public\documents\intuit*

added whole sub did for intuit

still have the error message showin up when run the file doctor
is there something I am still missing?  has to be a file somewhere because when I turn off file shield the message does not show up.

Let's check which component of AVG is blocking the application. Please open AVG AntiVirus free version > Menu > Settings > Components. 
Disable each component one by one and check the status.
