Hi Jim,
We apologize for the inconvenience caused.
This isn't the usual behavior of AVG program. Let us work towards fixing the issue.
Could you share us the screenshots of the SSL certificates generates each time to restart?

I received an additional response from AVG, from Miroslav Rotrekl, a member of senior technical team based in Brno, Czech Republic. It described importation of a certificate into Eudora. I followed those instructions, which do indeed work, but after the very next reboot of Windows, AVG Free still generates a new certificate which must still be accepted manually into Eudora. Thus I still recommend giving users some control in settings on the frequency of these new certificates. This standard of a new certificate after every Windows restart only began with the latest releases of AVG Free. Perhaps a future advanced setting could allow an optional return to the previous standard. In the meantime, I can cope with this well enough to continue use. Thank you!
Hi Midhun,
Can you give me some idea of what you propose to do first? I have 54 years experience in IT, and may be able to handle it myself. My email client, Eudora, does not automatically load fresh SSL certificates, and that can't be changed. The only solutions are for me to manually load it after each boot, or for AVG Free to retain a certificate for a longer time period. Alternatively, I can drop AVG altogether, or wait for a new version free of this problem, which only arose with this upgrade to the new build above, a few days ago. I'm hesitant to allow any outsider to perform major surgery on my system, and it's a major effort for you too. I'm easily able to change registry keys if necessary. – Jim
We appreciate your efforts, Jim.
Let us know the status of the issue after the reinstallation.
Keep us posted.
A full reinstall of AVG Free, after using AVGCleaner to remove the previous version, cured some other minor problems with AVG, but did not modify the issuance of a new SSL certificate after every reboot. I can live with that for now, but it would be nice if you included a setting for frequency of new SSL certificate issuance. The current behavior could be the default, but you might consider settings that only refresh once a month or even less frequently. That would have to be in a future release I suspect.
I'm running AVG Free 20.9.3152 (build 20.9.5758.611) on Windows 10. Starting with the upgrade to this AVG version, the email protection scanning interface generates a fresh SSL certificate with each restart for incoming mail via an SSL connection, rather than retain the same certificate from one run to another. I have to manually load that new certificate fresh after each restart now to read email, which is unsatisfactory. How do I tell AVG Free to keep the same certificate on restart? Is there a registry entry that controls this?

We understand your concern, Jim. We haven't received customers reporting this to us. It seems to be happening with Eudora alone. Would you be so kind to try using a different email client to check this happens in the specific email client or irrespective of email clients?
Once we receive the outcome from you, we'll report it to our senior level support & they'll investigate further on this.
We understand your concern, Jim. Your feedback is hightly appreciated.
We'll forward this to the concerned team. They might write back to you regarding it. Thank you for reaching us. Have a great day. Stay safe!
