If you are unable to download the files, please download the files on a different PC and then run the files on your computer.
After this please restart the PC and follow the below link to start the installation.

I posted here last week because the installation of the 2017 version has disabled my computer, you first suggested that I download the removal tool but that is not possible because there is no internet connection and you then gave me some instructions to change the adapter settings in the network sharing centre from the control panel. I have only just had the chance to do that and it didn't work.
I can only do anything in safe mode, in normal mode the control panel window comes up but then, as with everything else, the computer just freezes.
