AVG Free Virus definitions won't update

I have AVG Free on Windows 10 and my Virus Definitions won't update.  It shows as "Initializing…", and then it just stays there for hours and hours and hours with nothing happening. 
I am unable to uninstall AVG Free using  Control Panel/uninstall  It says "Setup is already running. Please try to start the set up later"
I have tried AVG Cleaner but it went on for over two hours with no success.
I can't install a new copy of AVG Free - it just won't.
Version is 19.3.3084 Build 19.2.4186.0
UI version 1.0.152
Virus definition 190321-2
Release date 11/03/2019 07:34:27

Please follow the steps from this link https://support.avg.com/SupportArticleView?urlname=Uninstall-AVG-software-Clear-Remover to uninstall all the traces of AVG from your computer.

Regrettably I've already tried this.
Once I have downloaded AVG Clear and launched it and clicked on YES to allow it to make changes I do not get an option to run in safe mode as paragraph 4 in the link article.  All I get is a green bar going from left to right and right to left indicating something is happening.  This goes on for at least two hours or more. So that does not appear to help.
Further advice welcome.

If you face any difficulties, you can restart your computer in safe mode with networking http://avgclick.me/rebootintosafemode and then try to run the AVG Clear tool.
