But how can you say that it is not a bug, when the feature says "Do you want to turn off Passive Mode anyway?" in the awareness warning you mentioned, then when you say Yes and complete the restart as requested, Passive Mode is still turned on. That means it did not work as the AVG software specified it would, so therefore it's an issue or a bug with AVG software. The awareness warning clearly states that is is recommended to only have one but says if you choose, you can have two but just be aware that conflicts could occur. So either the bug is the software really won't turn Passive Mode off, or the awareness warning is written incorrectly and needs to be reworded. Can you clarify which it is?
All of a sudden, assuming from a recent AVG update, even though AVG prompts me that I can indeed turn off Passive mode, it appears I can not do that. After the reboot that is required to turn off Passive mode due to it not liking ZoneAlarm, when I open AVG after the reboot it gives me the same Passive mode warning and again asks me to repeat the confirm and reboot process to no avail. Surely this is a known bug in the current version and is being fixed in an upcoming update?
Yes, I'm fully aware of the pros and cons of running multiple security products, as I see that is the most common first response to all the similar questions on the community.

Please be informed that this isn't a bug with our latest update.
As you have already seen on other community post the update was released to create awareness to customer for knowing the seriousness of conflicts that would occur when there are two antivirus program installed on same PC.
We are requesting customers to have one antivirus program installed inorder to avoid few PC issues that would occur due to antivirus conflicts.
Please uninstall ZoneAlarm and restart your PC to check whether AVG Antivirus gets to active state.

At the moment, we can only assure you that our developers are diligently working on the fix and we are not aware about exact time when it will be available. The fix will be released in a regular program update when it is ready. All you have to do it keep your AVG up to date with latest definitions.
