I have exactly the same problem. My PC has been running AVG Internet Security - Unlimited for 11 months and all other PCs at my family are using the same software without any issue. We were using AVG Ultimate Unlimited before.

I reformatted my HD and SSD before the freshly re-install the windows 10. However, the problem shows up the moment after I install the AVG Internet Securty even right after the Windows 10 installation.

Have the exact same issues and it was working PERFECTLY before it asked for restart after updating.
when it booted back up nothing would load. No settings no programs Cortana or the shutdown restart options. NOTHING. Clearly caused by the update. I can’t even tell it to shut down, restart or sleep.
I have an AVG ultimate subscription. I have used AVG and AVG Tuneup for years. I have AVG installed on 4 desktops, 2 MacBook pros and 2 MS Surface and all is fine until Friday the 1st Dec. My main desktop which is running Windows 10 latest creators update started to misbehave. The start menu stopped working, Cortana stopped working, the new people feature stopped working and edge stopped working. Sometimes after 10 minutes Edge launches but it get stuck, other apps work fine if I get to them directly. Windows explorer seems fine too.
I tried all the fixes I could find on the internet for the start menu but none worked, so I formatted the machine and started installing my software and the same thing happened again. After a number of clean installs and through a process of elimination, it became apparent that it is AVG. I install AVG and the problem appears, uninstall it and all back to normal. I do not need the AVGclear app to get Windows to work again, just uninstall it and all back to normal. This desktop is fairly basic, MB is GAH110M S2HP, 8 GB RAM 2X4GB DDR4, ATI R9 380X, Kingston 128GB SSD & a 2TB WD HD. No other cards are installed. I have Windows 10 with all the updates and office 365, iTunes, VLC and few MS Store apps like Twitter, Instagram, facebook and that is it. No special software or tweaks.
Any help would be appreciated.

It seems to work if I deactivate the following checkbox but I would like to have this option turned on.
