We will help you with this. Let us check whether any file related to the program has been moved to AVG's quarantine.
Refer this article to get into Quarantine window and if you see any entry that is related to the program that you are trying to access, then restore the file.
Once it is done, you can add the .exe file path of that application to AVG's exclusion as mentioned in this article.
NOTE: Please be sure that the application is trustworthy and doesn't harm your PC.
AVG has blocked a program and now Windos tells me I don't have permission to access this program. I have tried to add the *.exe to the AVG whitelist and stop the firewhall from working. Whitout result

If you still get any issues with the access, please mention the name of the application that is being blocked by AVG.
