Yes, I am using Outlook 2010/Windows 7, and have the same issue - I updated to latest build 22.8.3250 (build 22.8.7500.439) this morning, and could not connect to POP3 and SMTP servers. No problems before the update.
I too have turned off Email Shield.
Hopefully there will be a fix soon.

Hello, I have AVG Internet Security, latest build 22.8.3250 (build 22.8.7500.439) from yesterday and I have problem with my email app (eM Client) which cannot connect to IMAP & SMTP if I use security connection (ie. IMAP port 993, SMTP port 465)
If I turn off AVG "email shield", then all runs fine,
If I use non-securtiy connection IMAP port 143, SMTP port 25, then all is fine
but I use a security connection IMAP port 993, SMTP port 465, then it blocks
All that comes with latest update 22.8.3250 (build 22.8.7500.439)
Anyone with similar trouble?
