Sometimes, this might happen if few services are unable to initiate. 
In this regard, please try repairing AVG program once & restart to check if it helps.
If issue persists, please share us the screenshot of the user interface that shows as disabled.

I installed my suscrobed AVG Internet on ym new labtop WINDOWS 11. Before that I deleted the installed virus program and inactivated the microsoft defender. The program loaded, I activted it. However, afrer restart I receive the message "All your shields are turned off" . Whenn I pressed "TURBON", no response
