From your description, we see that you receive the message 'UI failed to load'.
Sometimes, this might happen if few services are unable to initiate. In this regard, please follow the steps in this article to check if the required service is running fine.
If it is running fine, please restart your computer once & wait till all the services load (sometime) to access the AVG program.
I have AVG Internet Security. When I try to open it I get a message saying the UL failed to open.
I have taken a screenshot but try as I might I cannot find a way to attach it to this message.
We are glad to know that the issue has been fixed.
