I'm getting a similar issue. I've installed AVG Ineternet Security and then tried to uninstall a program (tried a Toshiba system tool and also the pre-installed Office). When I click "uninstall" it pops up and says I don't have permission to run C:\WINDOWS\System32\msiexec.exe. If I run the msiexec.exe program manually I can run it fine.
I've uninstalled AVG and the uninstall process on Toshiba apps and Office works as expected. Re-intalled AVG and am having the same error again. Disabling AVG does not help.

You can add exception to AVG to successfully install the software on your PC. You can add the .exe file to AVG's exception list.
You can add it to AVG exceptions list as a temporary resolution. Click on this link for instructions to add the exception.
If you think this program shouldn't be blocked by AVG as it is legit you can white list the program.

I'm trying to install the plotter software from the RYA website here:

However, AVG is blocking
C:\WINDOWS\SysWOW64\msiexec.exe
and so the installation is failing.
Is there a way to add msiexec.exe as an exception?
I appreciate that msieexec.exe may have been infected, but I think it's unlikely. I know that it's the setup program for Windows which runs installers (msi files).

Alright, have you tried to disable AVG to check if you could install it successfully?
If not please disable the AVG program and then proceed with the installation.
Please follow the below steps to disable AVG protection:
1. Right-click the AVG icon in the system tray next to the clock.
2. Move the slider to temporarily disable AVG.
Once the installation is completed, add the file path to AVG's general exception.
AVG Internet Security > Menu > Settings > General > Exception
Can you please confirm if the problem has been resolved after running AVG Clean utility?
If not please share us the screenshot of the error window to further analyse the issue to help you further.
Thanks - I've tried adding the file to the File Paths exception list, but it has had no effect - the program is still quarantined.
Should I add it to the CyberCapture list instead?
