AVG OnSite Console Failed - Unable to load the policy

We have installed AVG Console on a new server due the last one failed.
All installation was fine, the issue is we are not able to install agents.
If I download the agent install from the console, it opens and runs then says "Unable to load the policy"

Reading the logs, it would seem the page it's trying to get the policy info from doesn't exist.
I have installed the console about 10 times on 3 different servers all with the same error.
Tried on Windows Server 2012 R2 and 2016.

I've opened a support request but still waiting to hear, any suggestions would be great.
