AVG PC Tuneup and "background and startup programs" feature

Hi, 
Thank you for your answer but it did not help. 
I have used AVG Remover Tool and AVG Clear, etc. 
Just to add to my troubles I've now found something else. In Safe Mode, AVG Antivirus will not load. An error message appears that says

UI Failed to load.
This is really embarrassing.
AV Service is not responding.

It has a button to click to Restart Service but when clicked nothing happens. 
I opened Windows Task Manager and it showed AVGUI.exe32  twice. I don't know if that is relevant but they are the only AVG processes open. When I click Exit on the message, the second AVGUI.exe32 vanishes, leaving only one. AVG Antivirus (Free edition) opens fine when not in Safe Mode but something is wrong somewhere. It used to open fine in Safe Mode and run scans.

So…

I understand this must be upsetting.
For this issue, it is necessary to install a Microsoft file and check the status.
To proceed with that, download the files using below mentioned links:
1) http://download.microsoft.com/download/1/6/B/16B06F60-3B20-4FF2-B699-5E9B7962F9AE/VSU_4/vcredist_x86.exe
2) http://download.microsoft.com/download/1/6/B/16B06F60-3B20-4FF2-B699-5E9B7962F9AE/VSU_4/vcredist_x64.exe
Run the downloaded files and proceed with onscreen instruction.
Complete the installation and try to access "background & startup programs" feature of AVG PC TuneUp.
To be sure, have you used "AVG remover tool" to remove the traces and then installed the program?

Hi,
For a week now, any attempt to access the Background and Startup Programs feature of AVG PC Tuneup results in Tuneup only showing the revolving circle of doom - the page never loads. 

I have tried the Repair AVG Tuneup from the control panel. 
I have uninstalled and then re-installed the program.
I even uninstalled all AVG programs and re-installed them.
I've checked for viruses, malware, rootkits, etc - even in safe mode. Nothing to be found.
All failed to correct the problem.
The feature will still not load.
All other features on AVG Tuneup work fine.

My PC system is Windows 7, 64 bit, 4 gig memory. There are no other anti-virus programs or anti-malware programs other than AVG.

Any ideas?

As I had written in my previous post, I have already done those things. Nevertheless, I did them again and there has been no change.
