This happened in a Windows 7 OS.. but after some troubleshooting, we suspect that the System is the problem, For a DISM tool would not run in the command prompt with Administrator access. Please advise if there's any other probability.. Thanks!

Good Day Colleagues! If i may ask.. Any Fix on this 'AVG Diagnostics' that keeps on Popping up..
already did AVG tuneup remover, clear, removed remnants in registry, program files, clean %temp%,
clean boot, and re-installed AVG Ultimate, restart, still popping up, tried it in the hidden admin.. same. Appreciate the help..

There is a possibility that AVG process is being stopped on your computer.
I have sent you an email to collect error logs from your computer.
This logs will be analysed by our senior team and contact you via email with a solution.
