I have problem logging in my online banking when using AVG Secure Browser. The message I get :

This only happened recently. Everything was fine before.
I have no problem logging in when using other browsers.

I checked. There is no blocked apps. I never try to block any apps.

Did you try to add that blocked website under allowed websites in AVG Internet Security program and check?
Also please make sure that this website is not listed in blocked website feature.
To check for this details, please open AVG Internet Security – Menu – Settings – General – Blocked and Allowed apps.
