Since the issue started after running TuneUp, please undo the changes made by AVG TuneUp and verify the issue.
The Rescue Center allows you to undo certain changes made by AVG TuneUp. To access the Rescue Center, click the undo icon on the right side of the AVG TuneUp interface. You can view a list of actions and click Undo next to any action you want to reverse.
This will help us to narrow down the issue between AVG TuneUp and AVG Secure VPN.
Resetting the browser didn't fix the problem. Secure VPN still blocks internet access for Google Chrome and Mozilla Thunderbird.

I can't access the internet when AVG Secure VPN is tuned on. This only affects my computer, not a problem with others on this account. Problem started after running AVG Tune UP. Can't locate settings in either Google Chrome or AVG to correct this.
Tried changing location. Did not work. What next?

Gary, I kindly request you to reset your browser. Sometimes due to cache and cookies you might face the issue.
Settings - Advanced - Reset - Default settings
Check if the issue is still persists.

Would you be so kind to ensure that disabling AVG Secure VPN allows you to access websites?
If so, please try connecting to different servers (locations) in AVG Secure VPN to check if it helps.
