AVG Security Settings Won't Stop Running

Every time I log in or restart, AVG pops up a window that states "Please Wait While AVG Applies your Security Settings…"   It has a long green bar that ends, starts, over, ends, starts over, etc.  It never stops running and forces itself to the front of my other windows, so I eventually have to kill it.  

I am running AVG 2016 on Windows 10.  I never had this problem with AVG before.
