AVG there are no active components

thanks all
after i get some stuff organized at home ( wife's please do list ), i will:
1-run the repair and uninstall and show screenshots of the outcome
2-try run the removal tool and screen shot that as well
3- attempt to remember any other things that may or may not have impacted this

We regret for the inconvenience caused. Could you try to download the AVG remover tool in a different browser like Chrome or Internet Explorer? Please also try to download the tool by disabling Windows defender.

Reset Access Error
Similar to the AVG Removal Tool error I had earlier.

I tried the Repair again and got a Save Log .cab file. Where can i send this? Repair got to about 90% before erroring. I have Screenshots of the initial AVG AV error, the Repair progress bar as well.

Recently AVG Free showed a exclamation point on its icon in the system tray. When I popped it up, it showed "There are no active components". And Windows Defender started taking over (coincidence?) So I googled this and went through this process.
1-  try to repair AVG. It got to 80%ish and hung.
2- unistall. it then go to only 40% and hung. I forgot the error about something not initializing?
3- downloaded AVG remover with Firefox. When I went to run the file , it said the file was not accessible. I used the context menu with Admin rights and same error. I can  manipulate any other file in even the same folder (run, cut, copy, delete etc) but AVG Remover just refuses. Tried old school SafeMode (restart + Shift) but that just brought me into a bunch of options (Win 10 Pro btw) to reinstall Windows, repair Windows , system restore etc.
Question is what am I missing here? Has Windows shoved Defender onto me and booted AVG?
Admittedly I have had a number of issues crop up on Administration Rights and Permissions and finally got that straightened out. And now my AV goes south. Just not my week.
I downloaded the removal tool with MS Edge with same result. WindowsDefender never stopped the file previously as I did have a 7mb file in the Download folder called AVG Removal Tool. It just refuses to open. But I did disable WD and no change to issue. Any other suggestions?

ok well…i did the deletions as per above instructions, rebooted after turning off Windows Defender, went to the above link and got the file. On proceeding to install, I got one window saying preparing the installation and another saying downloading the components. And that was it. Nothing else appeared. I did a reboot and downloaded the file and tried again and it did it again. If I try to install it at this point again without a reboot, then a window pops up saying there is an installation occurring. But quite literally there is nothing happening.
I understand you guys want screenshots but for this I can't see how that would help beyond the description of the issue. So …any ideas?
btw, I did some screenshots but they were standard popups and it resolved itself - sorta - until trying to re-install it.

Thank you for the detailed information. We suggest you run the Reset Access tool http://download.avg.com/filedir/util/AVG_ResetAccess.exe and then initiate the installation of AVG and see if that fix the issue.

on going to safe mode (with networking) , clicking on AVG_Remover brings up

"C:\AVG_Remover" folder is not accessible. 

since it is in my downloads folder is under User, this message is confusing.
i did try to put it on the C: drive but Windows refused to allow that to happen (again the permissions).
hopefully this all comes a good conclusion.
