Greetings, I have a new system build. New Windows 10-64 install. New install of AVG Internet Security. I have a subscription of TUNE UP but have NOT installed it yet. My problem is that when I try to do anything, the mouse lags and stutters. I check TASK MANAGER and it shows a constant access of AVG I.S. SYSTEM SERICE, SYTEM REMEDIATION, SYSTEM FIREWALL & SECURITY SYSTEM.
This is to the point to where it is virtually impossible to use the computer due to mouse stutter. When I shut down AVG, it goes away. Please help.

Usually this happens due to a corrupted driver or the configuration of mouse.
It is strange that the problem resolves when you disable AVG Internet Security as this program doesn't have any feature that is associated with the mouse device.
May I ask whether you updated drivers recently or change the mouse configuration?
