Let's check whether you installed AVG PC TuneUp on your PC and proceed further.
Do you see any icons of AVG PC TuneUp on your desktop? If yes, please double click on it to launch the program and check whether you see 'My AVG' option at the top right corner. You can also check the installed programs on your control panel.

I purchased AVG Tuneup & VPN last October (2018) and thought it was automatically installed and in use. However, it appears (just noticed today) that I have to still activate and install it. So, I hit the "activate & install" button and the VPN installed and is "active" but the AVG Tuneup continues to show "failed" after trying to activate and install. Any suggestions?
