today i subscripted to AVG TuneUp but it is not activating >> when i click on Activate i will keep getting the same message that the AVG TuneUp is activated on 0 devices

Please let us know whether older version of AVG TuneUp is installed on your PC.
To check that,
1) Press windows key + R and type "appwiz.cpl", then hit "Enter".
2) Here you can see the list of installed application on your PC.
3) Please check whether AVG TuneUp is installed on your PC.
4) If yes, uninstall the AVG TuneUp from your PC and follow this article to install the latest version of AVG TuneUp on your PC.
