It is strange that AVG TuneUp is interfering with your internet connection settings and it usually does not.
If I may ask, how did you narrow down the issue to AVG TuneUp? Please install it again and verify if the issue persists.
I had to remove Tuneup because it was shutting down the network adapters? I had to manually reconfigure to get access to the internet.

I have been working with Dell for some time now. My issues started when I bought a Dell port relocator, that caused several windows issues (resizing icons and font issues main). I got all those worked out then I had updates from AVG and Windows at the same time. My biggest issue was having to manually select network up for my MiFi to operate and keep getting an windows error about the network discovery was tured off. I have been uninstalling and reinstalling software for the past several weeks and when I uninstalled TuneUp it fixed the issue. I can now log into my laptop and connect directly with my wireless network automatically. Short answer trial and error.
