It is expected behavior for AVG to consume little more resources when it is scanning a file in the background. Do you experience the high CPU usage from AVG all the time? Or is it just when you develop using visual studio?
If it is when developing, AVG behavior shield must be scanning the file in the background.
I am using a paid version of AVG Internet Security (v20-10-3157), and it is the only version of AVG installed. Every few minutes, I hear my HD working very hard and when I looked at the CPU usage, AVG was using 25%-30%. This stalls all my other work. What can I do to fix this?
Make sure you do not have another antivirus or firewall program installed on your PC. If you do, please remove them, restart your PC and verify the issue.

It seems to be random, but mostly in the time after I start the machine.
It just seems to start and I can't do anything except wait for the CPU usage to return to normal. Sometimes, I can't even open Task Manager to see what the problem is.
It is the fan that is making all the noise to keep the system cool because the CPU usage is high.
So, I started some development work using Visual Studio 2019. While editing a file, the fan got loud and sure enough, AVG was again running almost 30% of the CPU.
Using your instructions, I closed AVG and the fan noise went to zero as the AVG CPU use also went to zero.
This is my system:
Dell Inspiron i5, 16GB Ram, 64bit Windows 10 Home.
The system came with a 256GB SK Hynix SSD, then I added a Samsung 1TB SSD. The Hynix SSD is my OS drive.
