AVG using 65% of CPU, slowing computer to a crawl

This seems unusual and possibly, this issue could be due to some left over traces of AVG. Could you confirm the version of AVG PC TuneUp installed on Your PC? You can find the version number on the control panel.

Tuscanx.exe is using up to 65% of CPU even when PC Tuneup isn't open.  Do I have to uninstall and cancel PC Tuneup to get my speed back?

AVG Tuneup you have is the old version and we recommend you to uninstall it using AVG Remover tool: https://support.avg.com/SupportArticleView?urlname=Uninstall-AVG-software .
