We're glad to look into this & help you.
Video Downloader feature in Secure browser may not be compatible with all websites. 
Please clarify whether Video downloader option isn't available for youtube or irrespective of websites.

I can not find the AVG Video Dowloader icon when I click on the three dots. I am trying to download a YouTube video.
What can I do to get it?
